For context, across-the-board cuts are recommended for most federal spending areas, some at even more drastic levels than the cuts proposed for cultural agencies. The Committee budget recommendation for the Department of Education\u2019s Title IV-A \u201cwell-rounded\u201d education resources would see level funding, but cuts to Title I and proposals to eliminate other major education spending areas like Title II programs would effectively negate the ability for Title IV-A to accomplish its goals. These proposals are just the first in a multi-step process of passing a Congressional budget. Advocates can play their part by contacting their federally elected officials to let them know how their constituents feel about the public good and benefit of these programs.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/americanorchestras.org\/learn\/advocate\/contact-congress-today\/?vvsrc=%2fcampaigns%2f44585%2frespond\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Maintain Support for the National Endowment for the Arts in FY24<\/strong><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/americanorchestras.org\/learn\/advocate\/contact-congress-today\/?vvsrc=%2fcampaigns%2f44598%2frespond\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Protect Arts in Education at the U.S. Department of Education<\/strong><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/americanorchestras.org\/wp-content\/uploads\/2023\/03\/League-Testimony-House-FY2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Read the League&#8217;s written NEA testimony<\/strong><\/a><\/li>\n<\/ul>\n\n\n\n<h4 id=\"visafee\"><a name=\"#visafee\"><\/a>Good News: Visa Fee Decision Delayed to 2024<\/h4>\n\n\n\n<p>The Department of Homeland Security (DHS)\u00a0<a href=\"https:\/\/www.reginfo.gov\/public\/do\/eAgendaViewRule?pubId=202304&amp;RIN=1615-AC68\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>has reported<\/strong><\/a> that a final decision on new visa fees and rules will not occur until March 2024. U.S. Citizenship and Immigration Services (USCIS) is still considering the high volume of public feedback on the massive fee increases proposed in January 2023, and will take those comments into account before issuing final rules that set new fee levels and the date the fees would go into effect. Orchestras, partnering with global arts entities and policy leaders, have been speaking up in opposition to the fee increase. The League of American Orchestras went on record alongside 120 arts organizations and businesses in\u00a0<a href=\"https:\/\/americanorchestras.org\/wp-content\/uploads\/2023\/03\/Arts-Sector-Comments-on-DHS-Fee-Proposal_FINAL_2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>joint comments (PDF)<\/strong><\/a> to oppose proposals that would more than triple the current artist visa filing fee, cap the number of beneficiaries for group petitions, and lengthen the time USCIS has to respond to petitions filed via Premium Processing Service. These messages were reinforced in comments from <a href=\"https:\/\/americanorchestras.org\/wp-content\/uploads\/2023\/02\/2.15.23_USCIS-Artist-Visa-Fee-Letter-FINAL_PINGREE.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Rep. Chellie Pingree (D-ME)<\/strong><\/a>, <a href=\"https:\/\/frost.house.gov\/media\/press-releases\/congressman-maxwell-frost-scores-wins-traveling-artists-local-independent\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Rep. Maxwell Frost (D-FL)<\/strong><\/a>, and the <a href=\"https:\/\/www.regulations.gov\/comment\/USCIS-2021-0010-6724\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Small Business Administration&#8217;s Office of Advocacy<\/strong><\/a>.<\/p>\n\n\n\n<p>The League and partners at the national and international level continue to work together to press for comprehensive improvements to the artist visa process and will share updates as they come. In the meantime, please continue to refer to\u00a0<a href=\"https:\/\/americanorchestras.org\/learn\/visa-and-tax-for-foreign-guest-artists\/\"><strong>the League\u2019s artist visa resources<\/strong><\/a> for help in navigating the visa process.<\/p>\n\n\n\n<h4 id=\"energy\"><a name=\"#energy\"><\/a>New Energy Program: Renew America\u2019s Nonprofits<\/h4>\n\n\n\n<p>Nonprofit 501(c)(3) organizations that own and operate their buildings may be eligible to participate in the new energy efficiency grant program,\u00a0<a href=\"https:\/\/www.energy.gov\/scep\/renew-americas-nonprofits\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Renew America\u2019s Nonprofits<\/strong>,<\/a> created under the Bipartisan Infrastructure Law. The U.S. Department of Energy is bundling subgrant opportunities under 5-15 primary funding recipients that will be announced this October. Connecting potential subgrantees to prime recipients will continue through summer of 2024. Potential applicants can learn more now and have the option of registering their interest through the teaming partner list found on the\u00a0<a href=\"https:\/\/infrastructure-exchange.energy.gov\/Default.aspx#FoaId11fea744-0ca6-451b-8ce3-ea291b4b3aab\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Renew America\u2019s Nonprofits funding opportunity announcement<\/strong><\/a>.<\/p>\n\n\n\n<h4 id=\"august\"><a name=\"#august\"><\/a>August Plans: Engage Your Policymakers!<\/h4>\n\n\n\n<p>A <a href=\"https:\/\/americanorchestras.org\/learn\/advocate\/key-issue-areas\/\"><strong>broad range of policy issues<\/strong><\/a> unfolding at the federal level impact the work orchestras do within their local communities.
