While the agreement includes instructions to continue most federal funding at FY24 levels, the typical stability that a long-term spending agreement provides is in question as the Administration takes immediate actions to decrease\u00a0expenditures and reduce the federal workforce. There will be no Community Project Funding, also known as Congressionally Directed Spending, in FY25, even as elected officials are inviting proposals for FY2026 projects that could receive direct support from Congress. Stay tuned for <a href=\"https:\/\/americanorchestras.org\/learn\/advocate\/advocacy-news-and-alerts\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>League action alerts and advocacy updates<\/strong><\/a> as the FY26 funding process shifts into gear.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"museums\"><strong><strong><strong>IMLS, Voice of America, and FMCS Targeted by Executive Order<\/strong><\/strong><\/strong><\/h4>\n\n\n\n<p>A <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/continuing-the-reduction-of-the-federal-bureaucracy\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>March 14 Executive Order, Continuing the Reduction of the Federal Bureaucracy<\/strong><\/a> calls for gutting seven governmental agencies, including the Institute of Museum and Library Services (IMLS), the Federal Mediation and Conciliation Service, and the United States Agency for Global Media, which hosts Voice of America. The American Alliance of Museums\u2019 data demonstrates that 96% of Americans support maintaining or increasing federal funding for museums. Advocates are <a href=\"https:\/\/americanorchestras.org\/learn\/advocate\/contact-congress-today\/?vvsrc=%2fCampaigns%2f39069%2fRespond\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>speaking up to Congress<\/strong><\/a> in support of the targeted agencies.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"diversity\"><strong><strong><strong>Court Lifts Injunction on Diversity, Equity, and Inclusion Executive Orders<\/strong><\/strong><\/strong><\/h4>\n\n\n\n<p>Federal agencies will be able to reinstate a requirement for grantees to certify compliance with\u00a0<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Executive Order No. 14173, Ending Illegal Discrimination and Restoring Merit-Based Opportunity<\/strong><\/a>, after <a href=\"https:\/\/www.documentcloud.org\/documents\/25563130-deistay031425\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>a decision<\/strong><\/a> by the 4th Circuit Court of Appeals lifted the preliminary injunction on the order while litigation continues. The League will keep orchestras informed of any corresponding changes that will be made to the National Endowment for the Arts <a href=\"https:\/\/www.arts.gov\/grants\/legal-requirements-and-assurance-of-compliance#assurance\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Assurance of Compliance<\/strong><\/a>, as the April 7 deadline nears for Step 2 of the application process for the first round of FY26 Grants for Arts Projects. Any new information about the impact of executive orders on both FY25 and FY26 NEA grant applications will continue to be posted on the League\u2019s <a href=\"https:\/\/americanorchestras.org\/learn\/development-fundraising\/nea-funding\/nea-funding-opportunities\/tips-for-your-nea-grant-application\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>NEA Grant Application Resource page<\/strong><\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"musiceducation\"><strong><strong><strong>Supporting Music Education as Federal Debates Unfold<\/strong><\/strong><\/strong><\/h4>\n\n\n\n<p>Federal education law names the arts as essential to a well-rounded education, and <a href=\"https:\/\/americanorchestras.org\/wp-content\/uploads\/2025\/01\/Monique_Chism_Letter_artsineducltr62013.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>decades of leadership (PDF)<\/strong><\/a><strong> <\/strong>by the U.S. Department of Education has encouraged state and school leaders to <a href=\"https:\/\/americanorchestras.org\/wp-content\/uploads\/2025\/01\/Cindy_Marten_2024_Letter-to-Chief-State-School-Officers-on-Arts-Education-_-U.S.-Department-of-Education-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>invest in the power of the arts (PDF)<\/strong><\/a><strong> <\/strong>to improve student success in school, work, and life.
